Noise rules in Chennai: the limits, who enforces them, and how to complain

Chennai follows India's national noise rules: 55 dB(A) by day and 45 at night in homes, night being 10 p.m. to 6 a.m. Tamil Nadu's 2025 order bars loudspeakers at night outside closed premises, horns in silence zones and at night in homes, and night-time construction noise in residential areas. Complaints go to the police on 100.

The limits

The decibel limits are national, set in the Schedule to the Rules; Tamil Nadu's job is to classify each locality into one of the four zones and to enforce them. The full text, the night restrictions and the complaint rules are on the India noise rules page.

Who enforces the rules in Chennai

Tamil Nadu's Environment, Climate Change and Forest (EC.2) Department designated the 'authority' under rule 2(c) of the Noise Pollution (Regulation and Control) Rules, 2000 by G.O.(Ms).No.17, dated 22.01.2025, issued by order of the Governor. Five classes of officer are designated, each within its own area: all District Collectors (in their districts); all District Superintendents of Police; the Commissioner of Police (in their respective jurisdiction); police officials up to the level of Deputy Superintendent of Police in all districts; and revenue officials up to the level of Sub-Collector or Revenue Divisional Officer in all districts. The order applies statewide and does not name Chennai's officers individually. The copy used here is the one TNPCB sent to CPCB with its letter of 09.07.2025, which CPCB publishes. In that letter TNPCB says it asked the Police Department on 04.07.2024 to furnish the list of designated authorities for enforcing the Noise Rules, that the reply was still awaited, and that it asked again by letter of 09.07.2025.

"The Government also designate the officers as the authority for the maintenance of the ambient air quality standards in respect of noise in their jurisdictions, under rule 2(c) of the said rules as in paragraph 4 above and also to assign the roles and responsibilities of the designated officers for the enforcement of Noise Control pollution measures as required under rules 4, 5 and 5(A) of the Noise Pollution (Regulation and Control) Rules, 2000 as mentioned in para 5 above and order accordingly."

How to complain about noise in Chennai

Under Rule 7 a complaint can be made when noise exceeds the zone limit by 10 dB(A) or more, or when a night-time restriction is broken. A reading from the free online decibel meter, taken with A-weighting over a full minute and noted with the time, helps describe the problem. It is an uncalibrated estimate of about ±10 dB, not evidence on its own; the authority measures with a calibrated instrument.

A loud speaker or a public address system or any sound producing instrument or a musical instrument or a sound amplifier shall not be used at night time except in closed premises for communication within, like auditoria, conference rooms, community halls, banquet halls or during a public emergency."

No Tamil Nadu order setting a decibel limit for firecrackers was found.

Silence zones

The 2025 order adopts the land-use zones already set by the Chennai Metropolitan Development Authority and the Directorate of Town & Country Planning as the industrial, commercial and residential zones for noise limits. It defines a silence zone as at least 100 metres around hospitals, educational institutions and courts, declared as such by the competent authority. The limits it restates for silence zones are 50 dB(A) by day and 40 dB(A) at night. No official list or map of declared silence zones in Chennai was found.

"After careful examination of the proposal of Tamil Nadu Pollution Control Board, the Government hereby adopt the categorization of areas as already classified by the Chennai Metropolitan Development Authority and Directorate of Town & Country Planning into industrial, commercial, residential areas/zones for the purpose of implementation of Noise standards for different areas and also to categorize the silence zone as an area comprising not less than 100 metres around hospitals, educational institutions and courts and the silence zones are zones which are declared as such by the competent authority"
