Quiet hours in Irvine
The decibel table has two bands for every land use: 7:00 a.m. to 10:00 p.m. and 10:00 p.m. to 7:00 a.m. (6-8-204). Construction activities and agricultural operations may occur Monday through Friday from 7:00 a.m. to 7:00 p.m. and Saturday from 9:00 a.m. to 6:00 p.m.; no construction activities are permitted outside those hours or on Sundays and federal holidays, except Columbus Day, unless the Chief Building Official or an authorized representative grants a temporary waiver, and trucks, vehicles and equipment making construction deliveries or serving a construction project may not be operated on City streets outside those hours or on Sundays and federal holidays without a City waiver (6-8-205 A; the section adds that no construction activity and agricultural operations will be permitted outside these hours except in emergencies, including maintenance work on City rights-of-way). Deliveries to or pickups from a commercial property that shares a property line with a residential property may occur daily from 7:00 a.m. to 10:00 p.m. only (6-8-205 A). Maintenance of real property may exceed the noise standards Monday through Saturday from 7:00 a.m. to 7:00 p.m. and on Sundays or federal holidays from 9:00 a.m. to 6:00 p.m. (6-8-205 B). Leaf blowers may be used only between 8:00 a.m. and 5:00 p.m. Monday through Friday and between 9:00 a.m. and 5:00 p.m. on Saturday, so the section allows no Sunday use (6-8-205 D.1.c). A barking dog is judged "at any time of day or night" (4-5-1202 B).
Decibel limits
Yes. Sec. 6-8-204 sets exterior noise performance standards as an equivalent noise level (dBA Leq) by RECEIVING land use, measured on the receiving property inside or outside the City: Residential, and residential portions of properties zoned for multi-use, 60 dBA from 7:00 a.m. to 10:00 p.m. and 55 dBA from 10:00 p.m. to 7:00 a.m.; Commercial, Industrial, Manufacturing 70 and 60; Office/Institutional (hospital, school classroom, church, library) 60 and 55. A violation is noise above the standard "for any consecutive fifteen-minute period"; the standards are increased by 5 dB(A) for consecutive sound durations under 15 minutes, 10 dB(A) under 5 minutes and 15 dB(A) under 1 minute (6-8-204 A.2), and reduced by 5 dB(A) for impact noise, predominant tone noise, or noise consisting of speech or music (A.3). If the existing ambient noise level exceeds the standard, the allowable level becomes the ambient level (A.4), and where source and receiver are in different zones the receiving property's standard applies (A.5). Measurement (6-8-203): a sound level meter, A-weighted, slow response, reference 20 micropascals, over a minimum 15-minute period or until the running average varies by less than 1 dB; at any exterior part of the receiving property except private residential balconies, decks, roof decks or other exterior areas reachable only through a private residence; in a nonresidential area, at any point on a receiving property 5 feet above finish grade and no closer than 5 feet from any wall. Source-specific numbers: air conditioning, refrigeration or heating equipment and pool or reservoir pumps, filters and heaters may not exceed the higher of the table standard or 5 dB above the ambient noise level (6-8-205 C); every leaf blower must have a limiter to half throttle or less and produce not more than 70 dB(A) measured 50 feet horizontally from the midpoint of a wall area 20 feet long and 10 feet high, or not more than 76 dB(A) at a horizontal distance of 25 feet, and must be tested and certified by the City or its designated representative and bear the approval label (6-8-205 D.1.a-b). The chapter states that its provisions are applicable to nontransportation-related stationary noise sources (6-8-201).
What the ordinance actually says
Sec. 6-8-204 A.2: "It shall be unlawful for any person at any location within the City to create any noise or to allow the creation of any noise on property owned, leased, occupied or otherwise controlled by such person which causes the noise level when measured on any receiving property either within or without the City to exceed the noise standard for the applicable receiving type of land use for any consecutive fifteen-minute period."
Sec. 6-8-204 A.3: "Each of the following noise standards shall be reduced by five dB(A) for impact noise, predominant tone noise, or for noises consisting of speech or music."
Sec. 6-8-204, table: "EXTERIOR NOISE PERFORMANCE STANDARDS (Equivalent Noise Level, dBA Leq)"; columns "7:00 a.m. to 10:00 p.m." and "10:00 p.m. to 7:00 a.m."; row "Residential" 60 and 55.
Sec. 6-8-203 B: "The location selected for measuring exterior noise levels shall be at any exterior part of the receiving property, except for private residential balconies, decks, roof decks, or other exterior areas only accessible through a private residence."
Sec. 6-8-205 A: "Construction activities and agricultural operations may occur Monday through Friday from 7:00 a.m. to 7:00 p.m. and Saturday from 9:00 a.m. to 6:00 p.m. No construction activities shall be permitted outside of these hours or on Sundays and federal holidays, except Columbus Day, unless a temporary waiver is granted by the Chief Building Official or his or her authorized representative."
Sec. 6-8-207: "The Chief Building Official or his or her duly authorized representative shall enforce the provisions of this chapter."
Sec. 4-5-1202 B: "Barking dog means a dog that barks, bays, cries, howls, or makes any noise audible beyond the boundaries of the property on which the dog is situated for an extended period of time to the disturbance of any person at any time of day or night, regardless of whether the dog is physically situated in or upon private property. Such extended period of time shall consist of incessant barking, baying, crying, howling, or making of any noise for 30 minutes or more in any 24-hour period, or intermittent barking, baying, crying, howling, or making any noise for 60 minutes or more during a 24-hour period."

How to file a noise complaint in Irvine
The noise chapter is enforced by the Chief Building Official or an authorized representative (6-8-207). Per cityofirvine.gov, the City's Code Enforcement pages list "Noise" among commonly reported concerns (under the Municipal Code the Director of Community Development is the Code Enforcement Official, 4-13-102) and say a report can be a confidential phone call, email or letter; its "Connect with Code Enforcement" page says to call the Code Enforcement Hotline at 949-724-6326 or email CodeEnforcement@cityofirvine.org, and that a new online system, PRISM, is to launch October 19, with residents asked to check back on or after that date for the link. The City's Building & Safety page, which states the construction hours, says to contact Building and Safety at 949-724-6470. The Irvine Police Department's site (irvinepd.gov) lists two non-emergency numbers: "Dispatch (Non-Emergency): (949) 724-7200" and (949) 724-7000, labelled "Call Us (Non-Emergency)" and "Business Desk" and printed on its Contact page; it says to dial 911 in an emergency. The Police Department's Animal Services page lists "IPD Dispatch (Calls for Service): (949) 724-7200" and "Animal Services Unit: (949) 724-7092"; the site directory labels 724-7092 "Animal Services 24-hr Line". Under the loud-party chapter an officer responding to loud or unruly conduct may issue a written notice, and any further police response to the same location within 30 days because of a party where unruly or loud conduct is taking place is a "special security assignment" for which each warned host is jointly and severally liable for a police services fee of up to $1,000 (4-11-501 to 4-11-503). A barking-dog civil citation can be issued for barking the officer did not hear, but only on a complaint signed under penalty of perjury and after the responsible person has had at minimum a 10-day period to correct the problem (4-5-1203). Worth knowing
(1) The table is a 15-minute standard with a sliding scale: sounds lasting less than 15, 5 or 1 minutes get 5, 10 or 15 dB(A) more room, while speech, music, impact and tonal noise get 5 dB(A) less (6-8-204 A.2-A.3); the published text of A.2 says "The noise following noise standards shall be increased". (2) The limits follow the receiving property, wherever the source is, and a loud ambient raises the limit to the ambient level (A.4-A.5). (3) The chapter states that it applies to nontransportation-related stationary noise sources (6-8-201) and exempts any activity or equipment to the extent its design regulation has been preempted by State or federal law, noting that preemption may include motor vehicle, aircraft-in-flight and railroad noise regulations (6-8-205 E.4); it also exempts school bands, athletic and entertainment events on school property or under a City special permit, activities lawfully conducted on public parks, playgrounds and public or private school grounds, and equipment used for emergency work, pest control, and protection or harvest of agricultural crops during potential or actual frost damage or other adverse weather (6-8-205 E). (4) Columbus Day is carved out of the construction holiday ban, so construction may proceed on that federal holiday during normal hours; the City's Building & Safety page states the rule without that exception. (5) Saturday hours differ by activity: construction 9 a.m. to 6 p.m., property maintenance 7 a.m. to 7 p.m., leaf blowers 9 a.m. to 5 p.m. (6-8-205 A, B, D.1.c). (6) Gas-powered equipment: 6-8-205 D.1.g makes it unlawful to operate a gas-powered leaf blower or lawn mower at any time, from July 1, 2024 for businesses with more than 50 employees and from January 1, 2025 for all other businesses and any person, with liability limited to the landscape business owner or a homeowner using their own equipment; D.1.h does the same for gas-powered string trimmers, hedge trimmers, chain saws and edgers from January 1, 2025 (businesses with more than 50 employees) and July 1, 2026 (all other businesses and any person); emergency responders and City-authorized clearing of downed trees are exempt (D.1.i). (7) Leaf-blower operators must complete City training and carry certification renewed at least every two years, except a resident using a single blower on their own property; blowers may not run within 10 feet of an operable window, door or air intake, and debris blown onto other property must be removed within six hours (6-8-205 D.1.d-e, D.2). (8) Waivers: the owner of a noise source may apply to the Chief Building Official for a temporary waiver (stating why immediate compliance cannot be achieved, a proposed method and a time schedule, with a fee where the City deems it appropriate), remains subject to prosecution until it is granted, and may appeal a decision to the City Council within 15 days; the Council acts within 60 days at a public hearing (6-8-208, 6-8-209). (9) Penalties: any Code violation is a misdemeanor unless the provision makes it an infraction, and the City Attorney may charge either (4-13-103); a misdemeanor carries up to six months and/or $1,000 (4-13-201), an infraction up to $100, then $200, then $500 for repeats of the same provision within one year (4-13-202), and each day is a separate offense (4-13-203). (10) Barking-dog fines are set by City Council resolution, double if unpaid after 15 days, and each day beyond the correction period is a separate violation; the officer may offer both sides voluntary mediation at their own expense (4-5-1203, 4-5-1206); other animal noise is covered by 4-5-709. (11) The loud-party chapter has no decibel test: "unruly or loud conduct" includes disturbances of the peace and conduct threatening the quiet enjoyment of residential property, and the fee can be challenged by a written hearing request received within 15 calendar days of the date the invoice is mailed (4-11-501, 4-11-505).
